Libya's Unending Crises: A View from the Field

LUISS School of Government is pleased to host Dr. Frank Wehery, Carnagie Endowment US Embassy Public Diplomacy.

Based on recent visits to Libya, he will offer on-the-ground perspectives on Libya's multiple crises, to include migrant smuggling, the Islamic State and jihadism, the unchecked power of armed groups, regional meddling, and the political conflict between forces aligned with Field Marshal Khalifa Hifter in the east and those of the UN-backed Government of National Accord in the west.   Is there an end in sight for Libya's woes?  And what can the U.S. and Europe do to reconcile its factions, build inclusive institutions, and alleviate its humanitarian suffering?

Frederic Wehrey is a senior fellow in the Middle East Program at the Carnegie Endowment for International Peace where he focuses on post-conflict transitions and security issues.   A frequent visitor to Libya, his writing has appeared in the New Yorker, the Atlantic, Foreign Affairs and the New York Times.  He is the author of a forthcoming book on Libya after Qadhafi entitled, The Burning Shores:  Inside the Battle for the New Libya, to be published by Farrar, Straus & Giroux in April 2018.  A former U.S. military officer with tours across the Middle East, he holds a doctorate in international relations from Oxford University.
