Graduation Day International Programmes 

«As for the appointment of the President of the Commission at first, it was the member states alone who mastered the process. This was true for the whole period between the Hallstein to the first Delors Commissions, namely from the late 1950s to the mid-1980s. However, since the emergence of the "democratic deficit" question in the 1970s, intra-institutional debates flourished about the need to have the European Parliament involved in the selection process. This should enhance the legitimacy of the Commission and create a "democratic" bond between the Parliament and the Commission. The Commission was favorable to this dynamic, believing that such politicization would strengthen it vis-à-vis the member states at the Council level. It was the Maastricht Treaty that would introduce, for the first time, a formal procedure of approval of the appointed Commission president by the Parliament. As noted above, this system was further enhanced by the Amsterdam, Nice, and Lisbon Treaties»: Maria Elena Cavallaro, Coordinator of the SoG Masters, Professor of History of International Relations at Luiss Guido Carli University, during her speech for the International Programme Graduation Day held at Luiss Campus in Viale Pola, Aula Magna.
