The Luiss School of Government has contributed to the Pontignano Manifesto, the policy paper published by the think tank Vision on the occasion of the Seventh Siena Conference on the Europe of the Future. The document addresses the EU's major strategic challenges, from democracy and defence to energy, digital autonomy and institutional reform.
The PSSG4 section, "A Union of Unions: Pragmatic Federalism as Multidimensional Project for the EU Reform", was authored by Enrico Ciappi, lecturer School of Government, with Giulia Ongari (DISP PhD candidate) and Luiss students Greta Del Grosso, Anna Magnabosco, Paolo Marcelli and Micaela Vitagliano. The paper proposes a model of pragmatic federalism, built on sectoral coalitions around a reformed federal core, and applies it to defence, space and artificial intelligence.
